Prison 'Orphans' Needing Attention

Who are 'orphans' in prison? If a defendant or inmate has never had money in his or her commissary account, they are probably ‘orphans’, and are probably at greater risk of not getting adequate legal representation. They need someone to care about them, and the public defender needs to know someone is aware of them, and insists they are getting high quality representation. They need someone to witness their hearings to confirm they are done ethically and legally.
